If the landlord withholds in bad faith

Written lease: return or itemized statement within the lease-stated period, not exceeding 30 days. Tenancy at will: 21 days after the later of termination or surrender/acceptance (§ 6033(2)). Cap 2 months' rent (§ 6032). Deposit held separate from landlord's assets; no interest required.
